Reminders: remind the administrators when a request waits unassigned

Description

Since ENG-1551 the reminder job skips a request with nobody to remind, and nobody hears about it. Today that only happens when a client's last administrator is deactivated. If depot leads approve their own people (Brakeline asked, SUP-955), a request could wait unassigned at a depot with no approver.

Then: remind the client's administrators about requests waiting unassigned, in their daily reminder.

In #334: the daily reminder lists the requests waiting unassigned for the client's administrators, oldest first. A client with no administrator left is still skipped and logged (ENG-1551).

ACM-320 in Emargen goes further: requests nobody at the depot can approve now go to the administrators outright, under No approver (ACM-327). The reminder stays.
