Import dry run doesn't check rows against each other
Description
Parcelwise: the dry run said 1,840 new people, the import made 1,612 (SUP-1057). 228 rows share an email with another row in the same file, differing only in capitals (J.deVries and j.devries). The import creates the first and skips the second as "email already used"; the dry run only checks each row against the database.
Fix
The dry run also checks emails against the rest of the file, ignoring case, and names the other line.
