Import dry run doesn't catch duplicate phone numbers within the file
Description
Greenhollow (SUP-1122): the dry run said all 63 rows were fine; the import stopped at row 41, "phone number already in use". Rows 12 and 41 have the same mobile number (two brothers sharing one phone). ENG-1568 made the dry run compare emails within the file, not phone numbers.
Compare phone numbers within the file too.
