Description

Northgate: the bell shows 9 unread after reading them all (SUP-1079).

Steps to reproduce

Open the portal in two tabs.
Read the notices in tab A. Reload tab B.

Expected: 0 unread in both. Actual: tab B shows 9.

The count is cached for the session and not cleared when notices are read elsewhere.
