Greenhollow: dry run passes, real import fails at row 41
Description
Dry run said all 63 rows OK. Real import then failed: "row 41: phone number already in use". Nothing was imported. File attached.

Two brothers sharing one phone. Fixed one row, imported fine.

Fixed in today's release: the dry run now catches duplicate numbers inside the file too.
Hi Aoife, rows 12 and 41 have the same mobile number, so the second person can't be created. The dry run checks numbers against people already in the portal but not against other rows in the same file, which is a bug; I'm sending it to engineering. The import stops at the first error so nothing half-loads. Fix one of the two rows and it will go through.
