Kelderby: portal refuses a pilot depot's metadata file as 'not SAML metadata'
Description
Uploading the metadata for Antwerp: the portal says "not SAML metadata". The file is the Federation Metadata XML from the Antwerp app in Entra ID. We added one comment line at the top so our team knows which depot it is. File attached.

ENG-1665. Parse the file and check the root element, instead of the first bytes.

Fixed today: a comment at the top is fine now.

Thanks. All seven pilot depots uploaded this afternoon, pending until their test sign-ins.
Hi Henrik, reproduced: it's the comment. The file starts with
<!-- Antwerp depot -->before the EntityDescriptor, and our check looks at the first bytes instead of reading the XML properly. That's our bug, and I've sent it to engineering. Until it's fixed, remove the comment line and the upload goes through.
