Access requests stuck after reorganisation
Description
From a call with a customer's ops lead this morning (client 2006).
After their reorganisation, access requests at three depots are sitting with no approver. The ops lead counts 11. People chase their managers; the managers say they see nothing.
They want to know where the requests are, and why the managers don't get them.

11 requests at the three depots, all Waiting. Routing ran at creation for each, no errors, notices sent. Can't see anything broken.
Ben, can their admin approve the 11 from All requests? We'll test new requests once roles are settled after the reorganisation.
Their admin approved all 11 from All requests this afternoon. Ops lead is happy for now; asked us to tell them if we find a cause.
Test requests made this morning at depots 3, 7 and 9 each went to an approver straight away. Can't reproduce. Closing, same as SUP-212.
Looks like SUP-212, which we never reproduced. Piet, can you check client 2006, depots 3, 7 and 9?
