Audit log backfill from request history
Description
Mira's call: the log shouldn't start empty. Piet's script (in his handover, ENG-1565) writes past decisions into the audit log from each request's history.
Acceptance criteria
- Every decision since January 2025, per region, run once with the release.
- Each entry marked "from request history": who decided, when, approve or refuse; the reason from 29 July; no address (never kept).
- The nightly 400-day job treats them like any other entry.

EU rerun 19:00 to 19:40. Last night's 400-day run trimmed the backfill to decisions from 9 July 2025, as planned.
Ready. Rehearsed on copies next week.
