Description

The backfill (ENG-1584) ran one transaction per customer. Vossberg's held locks on access requests for most of 07:12 to 07:33, and All requests timed out for EU customers (SUP-1098).

Fix

Commit every 5,000 rows; run again in the EU tonight.

EU rerun 19:00 to 19:40 in batches. No lock over a second; nobody noticed.
