What ships

• The approver role can be held per depot.
• A request is routed once, when it comes in, to whoever holds the approver role at the home depot of the person who asks. When nobody holds it there, it waits unassigned.
• A depot manager's own request goes to the administrators.
• Administrators still see and decide everything under All requests.
