Format agreed with Matthias. Engineering builds the import and the dry run once the plan is approved.

Plan approved this morning; the import and its dry run are ENG-1711 and ENG-1712 under ENG-1710.

Hi Matthias, CSV in UTF-8, one row per depot:
A depot with "replaces" keeps its people, access and history; only its code and details change. You'll run a dry run first, which lists what's new, what changes and what stays.
